The Bundesliga has taken the next procedural step in its attempt to place the 50+1 rule on firmer legal ground, outlining a timetable that will run into 2027 while making clear that no substantive reform has yet been agreed.

Following discussions between the Bundesliga Executive Committee and representatives of all 36 Bundesliga and 2. Bundesliga clubs, the league confirmed on Tuesday that it intends to seek renewed backing for 50+1 at its membership assembly in December.

Final proposals governing the future application of the rule are then expected to be presented during the first half of 2027. Tuesday’s statement does not constitute a fresh legal assessment of 50+1, nor does it resolve any of the outstanding questions surrounding Bayer Leverkusen, VfL Wolfsburg, RB Leipzig or Hannover 96.

The Bundesliga Executive Committee had already declared its support for retaining the rule immediately after the Federal Cartel Office (Bundeskartellamt), Germany’s federal anti-trust authority, concluded its long-running examination on August 12 .

What is new is the roadmap for what comes next — and the league’s explicit decision to pursue a broadly supported internal settlement rather than rush directly towards statutory changes that could produce further legal challenges.

The Federal Cartel Office’s August assessment set out the competition-law parameters within which the Bundesliga must now work. Germany’s federal anti-trust authority concluded that there were no fundamental competition-law objections to 50+1 itself. Although the rule restricts competition for investment, the authority accepted that such a restriction can be justified by the objective of preserving the club-based character of German football and meaningful opportunities for members to participate in club governance.

That endorsement was not unconditional. The federal anti-trust authority stressed that 50+1 must be applied consistently, uniformly and without unjustified differences between clubs. Three broad areas require particular attention: access to voting membership, the application of 50+1 principles within the league’s own decision-making procedures, and the treatment of the historic benefactor exemptions.

Those three areas lead directly to four clubs. Bayer Leverkusen and VfL Wolfsburg remain the two current beneficiaries of historic exemptions that allow Bayer AG and Volkswagen respectively to exercise controlling influence over their professional football operations.
